Probabilmente ho allaggerito troppo ed adesso ti manca una o più librerie di quelle normalmente distribuite con il PERL stesso. Strano non ti mostri il messaggio di errore però, provo ad aggiungere qualche messaggio di warning in più nel log, assicurati di avere plugin.C-3PO a INFO quando parti.
La nuova versione fa questo:
1. scarica ed installa il plugin SENZA C-3PO.exe (97 Kb), come in LINUX e MAC.
2. alla partenza del plugin, SE trova PERL installato, ti mostra il messaggio che ti ho postato ed usa PERL (lo vedi a video e nei tipi files), altrimenti mostra il messaggio che vedi tu e fa fault back sulla massima supportata (in tipi files vedi FLAC,FFMPEG,SOX,...) NON come errori, ma come situzione transitoria (v. sotto).
3.Il plugin, immediatamente dopo la prima partenza, prova a far partire un download aggiuntivo per C-3PO.exe, nel frattempo esce un messaggio a video che avvisa (v. sopra).
4. Se il download va a buon fine, attiva C-3PO.exe, altrimenti rimane il messaggio di cui sopra, ma come errore o warning (se hai perl installato).
Dovrebbe essere sufficientemente veloce da non fartene accorgere, non richiede il riavvio (lo chiede solo per il plugin in se, come da norma) e può essere monitorato semplicemente con un refresh della pagina, che se riesco metto in automatico.
Però, secondo me tu hai un errore di origine diversa, che andremo a risolvere, dato che può essere comune a tanti.

Considera però che io non tengo uno storico delle versioni (è già in gitHub), ed il beta lo cambio in continuazione (adesso sto testando il download per Win), per questo di dicevo che - per il beta - forse è meglio avere una versione sola.
In alternativa dovresti caricarti anche lo (gli) zip e cambiare di conseguenza il repository.xml.

Allora, quello che vedo in merito a C-3PO va bene, compresi gli errori che ho provaocato a bellaposta perchè non mi tornava la 'silenziosità' di prima. Da quello che ho capito, il problema era sempre che non riusciva a finire il download prima del riavvio, quando lo ha fnito si è installato ed ha provato a partire.
Adesso quel problema non c'è più, sono 85 Kb, proverei senz'altro la nuova versione. IL downolad parte automaticamente non appena il plugin viene installatoe impiega pochissimi (8) secondi a concludersi, quindi se non sei estremamente veloce ad andare nella pagina di C-3PO - e se non hai situazioni che non ho testato - non te ne accorgi neppure.
In generale, hai una situzione 'complicata' con i plugin. Ne hai attivi moltissimi e molti hanno problemi, i più vengno disabilitati automaticamente ma alcuni altri continuano a produrre sitazioni di errore, che a mio avviso è meglio se correggi disabilitandoli manualmente. Non che faccia danni, però sicuramente disturba e rallenta la fase di installazione dei nuovi plugins.

Il risultato del test è che non riuscendo ad eseguire né C-3PO.exe né PERL (che non è installato), il plugin passa automaticamente alla modalità LMS diretta ( upsampling alla frequenza massima supportata ) e ricevendo l'hello dal player ne verifica la capacità (in questo caso il player dice di poter arrivare fino a 768000 Hz, ma evidentemente Filippo lo ha limitato a 384000 nel plugin) e calcola i profili da utilizzare nei diversi casi.

C-3PO transcoder è in download, attendere qualche secondo e ricaricare la pagina per verificare l'avanzamento.
