perche' non stai importando una immagine ma un file HTML. Word, nel creare la pagina HTML dovrebbe anche creare una immagine .jpg, .png o .gif. Dovrebbe essere nella stessa cartella del file .htm o in una sottocartella con lo stesso nome del file .htm.
Una volta trovata l'immagine vera e propria, prova ad importare quella in outlook
